Saskatoon Police Service (SPS) is seeking a Director to provide strategic leadership and operational oversight for the Finance and Asset Management Division within the organization.  Reporting to the Executive Director, Corporate Services, this position will be response for managing the financial operations and physical assets of the Service which operates in a 24 hour, seven days a week emergency services environment. 

Duties:

  1. Manages divisional staff and resources by collaborating to establish goals and priorities, set standards, measures results and ensures performance aligns with the strategic and operational priorities.
  2. Ensures the completeness and integrity of financial information in the organization by managing and monitoring SPS financial systems and the performance of the Finance Coordinators to ensure the financial impacts of decisions and actions are considered.
  3. Oversees and monitors Asset Management functions and the performance of the Asset Manager including asset procurement, capital project management, and budget preparation.
  4. Develops and maintains the fiscal framework of the SPS including the budget strategy and annual processes, internal financial reporting and financial policies of the SPS.
  5. Identifies, assesses and manages financial and asset management risk to achieve specific objectives.
  6. Oversees staff responsible for accounting and asset management ensuring effective controls and management of these functions are in place.
  7. Oversees staff responsible for developing, coordinating and controlling workspace allocation, leased workspaces, and asset acquisition and management.
  8. Serves as a member of the SPS Executive Team and advises the Chief and Board on budget allocations, funding principles and compliance with financial provisions and accounting standards.
  9. Understands municipal budgeting and financial management processes, Board of Police Commissioner policies and relevant provincial legislation as it applies to financial and asset management in the Service.
  10. Prepares, analyses and interprets operating and capital budgets and reports for the SPS. Establishes standards for financial and non-financial information reporting and budgeting.
  11. Participates in annual business and strategic planning.
  12. Provides financial analysis on planned operational changes including identifying potential non-financial impacts as a result.
  13. Prepares a variety of financial and accounting reports for presentation to senior management, the Chief of Police and the Board of Police Commissioners.
  14. Acts as a liaison with the City of Saskatoon’s Finance, Supply Chain Management and Facilities Management Division including overseeing the service agreements that are in place between the City of Saskatoon and the Service.
  15. Performs other related duties as assigned.

Qualifications:

  • University degree in a related field including a professional accounting designation (CPA).
  • Several years’ progressively responsible related experience in accounting, finance administration and analysis.
  • Thorough knowledge of financial management and accounting principles and practices.
  • Knowledge of the principles of operational management, budgets and internal control systems.
  • Knowledge of SAP or other enterprise wide financial reporting systems.
  • Ability to communicate effectively, both orally and in writing.
  • Demonstrated leadership and management skills, including strategic planning, budgeting, management reporting, managing change, organizational development and performance management.
  • Demonstrated leadership, communication, planning and decision-making skills. 
  • Ability to establish and maintain effective working relationships with employees and senior administration as well as the Board of Police Commissioners.
  • Ability to deal effectively with strategic matters while taking care of organizational fundamentals in areas of responsibility.
  • Ability to identify, formulate, articulate and implement strategic and operational improvements in areas of responsibility.
  • Ability to lead, build and support effective work teams.
  • Knowledge of related legislation and regulations pertaining to financial administration, procurement policies, and the requirements of The Police Act, 1990 and the Regulations to the Act would be an asset.
  • Experience in a police environment would be an asset.
  • Ability to pass the Saskatoon Police Service security clearance process.

Salary:

$138,115.20 to $162,284.16 per annum (2025 rates)
