Finance and Asset Management
Duties:
- Reviews assigned purchase requests, determines appropriate method of procurement, and prepares purchasing documentation. Issues departmental purchase orders within a delegated authority. Provides direction and support to managers and members pertaining to purchasing policy and procedures.
- Controls and coordinates purchases of equipment, supplies, and uniforms, including assisting with specification preparation, tracking, reconciliation, and resolving purchasing questions. Conducts research related to purchases as required, including locating and selecting sources of supply.
- Issues Police uniforms, equipment, and goods, including arranging measurements, repairs, and alterations.
- Controls, maintains, and coordinates the acquisition, disbursement, placement, relocation, change, and repair, of all equipment including cell phones, furniture, and office equipment for all Police Service members within various Police Service offices and buildings. Reconciles related invoices and may assist with related budget preparation.
- Maintains and controls approved inventory levels using computerized and manual inventory records, conducts periodic cycle counts, and determines re-order points through analysis. Reconciles discrepancies of calculated inventories with physical inventories.
- Enters inventory and purchasing information into the computer system and creates and maintains spreadsheets to monitor various accounts. Prepares summary reports of expenditures. Assists the accounting staff with purchase order invoicing and payment issues. Reviews and investigates delayed deliveries and substandard or damaged goods, and initiates cancellations and claims related to lost or damaged goods.
- Operates and maintains an inventory/quartermaster computer software program and its data. Identifies areas to improve related to this system. Tracks information and uses its data to aid in the performance of other listed duties.
- Administers asset inventory, including storage, bar-coding, and disposal through the Inventory and Disposal Services Section. Ensures that all items delivered to or taken from SPS stores are accounted for as authorized.
- Issues and tracks keys for various Police Service buildings and functions to members and other City staff.
- Collaborates to perform fleet administration functions, including fleet reservations and assignment, some liaison with the Vehicle and Equipment Services Section, reconciling monthly rental rate charges, and data entry.
- Supports the Asset Control Clerk 13, Asset Manager, and Central Records & Asset Management Division Director as required, including projects for the division.
- Performs other related duties as assigned.
Qualifications:
- Successful completion of a recognized one year post-secondary business related program plus or including:
- Introductory Accounting 1
- Introductory Accounting 2
- Successful completion of the Supply Chain Management Association of Canada (SCMA) Introduction to Procurement and/or Introduction to Operations Management courses.
- Two years’ of related purchasing/storekeeping experience.
- Demonstrated skill operating a computer and its software, including using Microsoft Office Suite (Excel, Word).
- Knowledge of generally accepted accounting, purchasing, and inventory principles, concepts, and procedures.
- Physical ability to perform the assigned duties, including the ability to lift 13.61 kgs (30 lbs) unassisted, and amounts greater with tools or assistance.
- Ability to establish and maintain effective working relationships and exercise strong customer service skills.
- Ability to make decisions using good judgment in accordance with established policies and procedures.
- Ability to communicate effectively orally and in writing.
- Ability to maintain moderately complex records.
- Demonstrated ability to solve problems independently.
- Ability to pass the Saskatoon Police Service security clearance process and maintain a high level of confidentiality.
Salary:
$55,739.28 to $61,452.00 per annum (2026 rates)
