The Saskatoon Police Service is looking for a Financial Analyst who has extensive experience in Microsoft Excel and in financial modelling. If this sounds like an area you are passionate about, we look forward to receiving your resume.

Duties:

  1. Provides budget management support in the areas of planning, organizing, directing and control.  Conducts confidential analysis and provides recommendations regarding budget, accounting, and payroll matters.
  2. Provides budgetary and financial policy direction and consultation to departments as required.
  3. Performs the budgeting and reconciliation of salaries, wages and payroll costs related to the budget.
  4. Collects, integrates and evaluates financial data, from various sources, to provide analysis and give recommendations on budget, capital projects, sufficiency of reserves, government funded programs, and business plans, including analysis of all financial accounts.
  5. Coordinates, analyzes and prepares monthly financial results for the Service, including forecasting and budget to actual variances of revenue, expenditures, and capital.
  6. Trains personnel throughout the organization regarding budget, funded programs, and financial systems, policies and the updating of accounting records.
  7. Assists with planning, organizing, and controlling the organizations budget and related financial reporting systems, including identification of needs, problem-solving, timeliness, integrity and co-ordination of development. 
  8. Participates in the implementation and development of financial business systems ensuring adequate internal controls are present.
  9. Performs accounting functions in accordance with professional standards and generally accepted accounting practices, including reconciliation of various reserves and other accounts as well as the accounting for completed capital projects.
  10. Prepares and completes reports for federal and provincial funding programs.
  11. Performs financial work for various capital projects.
  12. Support available grant applications, provide financial information and advice to the divisions with the intent of maximizing funding sources.
  13. Assists in developing proactive and innovative financial strategies, policy options, implementation plans and procedures to support the organization’s strategic direction.
  14. Assists in the preparation of the annual financial statements.
  15. Performs other related duties as assigned.

Qualifications:

  • Degree in related discipline plus completion of a professional Canadian accounting designation, i.e. CPA.
  • Four to six year's progressively responsible experience in financial management analysis and reporting.
  • Considerable knowledge of budgeting and financial systems and procedures, financial research and analysis techniques.
  • Considerable knowledge of the principles and practices of accounting and finance administration.
  • Considerable knowledge of Public Sector Accounting Standards.
  • Knowledge of business process analysis and system design and implementation.
  • Demonstrated ability to establish and maintain effective working relationships with employees, other agencies, and senior administration as well as the Board of Police Commissioners.
  • Demonstrated ability to communicate effectively, orally and in writing, including the preparation and presentation of complex financial and technical reports.
  • Ability to problem solve through consensus, stakeholder involvement and dialogue.
  • Ability to work independently or in a team environment.
  • Demonstrated skill in financial research and analysis, including the ability to apply research and evaluation techniques.
  • Experience in a Municipal Environment would be an asset.
  • Ability to pass the Saskatoon Police Service security clearance process.

Salary:

$102,126.96 to $119,998.80 per annum (2026 rates)
