Duties:

  1. Administers Workers Compensation and Sick Bank benefits to comply with WCB requirements and union collective agreements.
  2. Reviews, validates, and processes employee timesheets, ensuring correct application of pay, time banks and premiums to comply with union collective agreements.
  3. Ensures correct time off bank balances and accumulation of time off entitlements.
  4. Ensures data accuracy and integrity of payroll records for new hires, terminations, leaves, promotions, retroactive pay, and other employment changes in City’s ERP system.
  5. Develops and reviews payroll processes and controls to ensure entries to the City’s ERP system are accurate. Provides technical information when required to ensure consistency of data, and coordinates with the City’s ERP team to provide payroll system configuration requirements, resolve payroll system problems, and participates in software updates, ensuring all business testing is accurate.
  6. Monitors payroll deductions and benefits for accuracy in the City’s ERP system.
  7. Investigates and resolves payroll and timekeeping discrepancies in collaboration with employees, supervisors, managers and external agencies.
  8. Researches and responds to a variety of payroll-related enquiries from employees, supervisors, managers and external agencies.
  9. Generates payroll reports and prepares employment verification letters.
  10. Performs the duties of all Payroll Clerk positions when required.
  11. Performs other related duties as assigned.

Qualifications:

  • Successful completion of a one-year post-secondary business-related program (ie. Human Resources, Accounting, Business Administration).
  • Successful completion of, and registered as, a certified Payroll Compliance Practitioner (PCP) from the Canadian Payroll Association
  • Five years' progressively responsible related time and attendance and payroll clerk experience.
  • Proficient in the use of Microsoft Office Suite at an intermediate level (i.e., Microsoft Excel, Word, Outlook, Power BI, PowerPoint and SharePoint).
  • Experience working with payroll in a large size ERP (SAP-S4) enabled organization. Experience with SAPS4/HANA Payroll, SuccessFactors, and WorkForce would be considered an asset.
  • Thorough knowledge of hourly and salaried payroll terminology.
  • Considerable knowledge of federal and provincial laws, City regulations and union agreements applicable to payroll.
  • Ability to interpret, and make decisions in accordance with, established policies and procedures, collective agreements and legislative requirements
  • Ability to maintain sustained attention to detail and work within deadlines.
  • Ability to make arithmetic calculations with speed and accuracy.
  • Ability to communicate effectively, orally and in writing to both internal and external stakeholders.
  • Ability to establish and maintain effective working relationships.
  • Ability to plan, organize and work with minimal supervision.
  • Skilled in the operation of modern office equipment.
  • Ability to pass the Saskatoon Police Service security clearance process.

Salary:

$69,591.36 to $76,724.88 per annum (2026 rates)
