The Saskatchewan Internet Child Exploitation (ICE) Unit has charged a Saskatoon man with child pornography offences. Members of the ICE Unit began an investigation in November 2022 and on March 22nd, 2023, executed a search warrant at a home in Saskatoon.
Electronic devices were seized, and as a result of the police investigation, 23-year-old Norman Joshua Bignall JR, was charged on May 9th, 2023.
He has been charged with:
- 2 Counts- Possession of Child Pornography 163.1(4) of the Criminal Code
- 1 Count - Make available Child Pornography 163.1(3) of the Criminal Code

Unrelated to the ICE charges, Bignall was also charged for several sex offences relating to three incidents that took place at businesses in the 200 block of 1st Avenue South and 100 block of 3rd Avenue North, on April 30th. Police received complaints that a male suspect had been exposing himself in public and had also inappropriately touched two adult females on this date. As a result of this SPS Sex Crimes Unit investigation, Bignall was also arrested and charged with:
- 2 Counts – Sexual Assault 271 of the Criminal Code.
- 2 Counts – Indecent Act S.173(1)(a) of the Criminal Code.

He was released from custody on numerous conditions until his next court appearance on May 17th, 2023 (2:00 pm) at Saskatoon Provincial Court.
The Saskatchewan ICE Unit is comprised of investigators from the Saskatchewan RCMP, Regina Police Service, Saskatoon Police Service, and Prince Albert Police Service. Their mandate is to investigate crimes involving the abuse and/or exploitation of children on the Internet.
